PURPOSE: To prepare a plaster enabling the high initial administration and low maintained administration of an active substance to skin by regulating the positions and dimensions of a matrix for controlling the active substance release and an active solution deposit in contact therewith to a specific relationship. CONSTITUTION: This plaster comprises a backing layer kept at a distance from skin and at least one active substance deposit in contact with a matrix for controlling the active substance release and a pressure-sensitive adhesive fixing member for fixing the plaster to skin. The matrix and the deposit in contact therewith are arranged so as to increase the distance between the deposit and the matrix end from a diffusion passage of the active substance into the matrix in at least one direction. The active substance is released from only a limited matrix part to which the active substance is diffused from the deposit after releasing the active substance contained in the matrix when starting the administration to achieve the low maintained administration.
