PURPOSE:To exchange an owned prepaid card with another card of an optional design by reading the balance of the inserted prepaid card and recording the information accordant with the read balance to a selected prepaid card to issue the card. CONSTITUTION:A card of the design desired by a user is selected out of those prepaid cards shown at a display part 13 with depression of a selection button 14. Then the selected card is taken out of a new card store part 23 and sent to a writing part 24 via a carrying part 25. At the part 24 the limit frequency (information), i.e., the value obtained by subtracting the handling fee from the balance of the original card is encoded for the new card. Then the new card is carried via the part 25 and discharged through a card discharging port 15. Thus a new card is issued to the user. Thus it is possible to record the information accordant with the balance of an owned prepaid card to a new card of a desired design and to issue the new card. In such a way, the designs of prepaid cards can be freely selected.
