PURPOSE:To shorten significantly the starting time of a plant by connecting another steam system to the main steam system of the plant via a communication control valve and steam connecting piping, and providing a multiple-unit control device which controls the communication control valve. CONSTITUTION:In a gas turbine combined cycle plant, another steam system 17 is connected to main steam piping 11 via a communication control valve 19 and steam connecting piping 13. A multiple-unit control device 20 carries out the sequence control of the opening of the communication control valve 19 in accordance with the schedule of warm-up and starting operation. And at the time of normal operation, the communication control valve 19 is operated to carry out the multiple-unit control of both systems. The starting of the plant is carried out by using a steam turbine 2. Thus, the starting time of the plant is significantly shortened, and overall efficiency of multiple-unit steam system can be enhanced.
