PURPOSE:To make treatment for melting fallen snow feasible at low coat by providing a water tank storing domestic waste water and slab-like device incorporating a plurality of heat pipes, and by utilizing heat of the domestic waste water with one end of each of the heat pipes hung down into the waste water in the water tank. CONSTITUTION:A piping 8, branched off from a piping 6, is provided on the front part of a water tank 1 of which surroundings are coated with heat insulating material 4, end the tank is connected to the piping 6 through a piping 9 installed on the rear side and a selector valve 7 ie installed on the diverging point of the pipings 6 and 8. Then a plurality of heat pipes 3 are arranged in a heat pipe slab 2 and the front end of each pipe is hung down toward the lower part of the water tank 1. In the winter time, domestic waste water is flown into the device by means of the selector valve 7, and in the seasons other than the winter, the waste water is flown through the piping 6. The heat pipes 3 hung down into the water tank 1 absorb heat of the waste water and fallen snow on the heat pipe slab 2 ia melted therewith. Thereby treatment for melting the fallen snow can be made at inexpensive installation and maintenance costs.
