PURPOSE:To give a proper operating voltage to a load by controlling a tap position through comparing respectively a controlling desired value with an average value of a voltage of each high pressure bus bar operated in parallel, and comparing respectively a controlling desired value with a voltage of a high pressure bus bar in a single operation. CONSTITUTION:When a bus bar 12A and a bus bar 12B are operated in parallel, a voltage average value signal V of an output signal of an divide arithmetic unit 16 which indicates an average value of a voltage signal VA and a voltage signal VB as an input signal of a voltage adjusting relay 5 is given. When a bus bar 12A or a bus bar 12B is operated singly, a signal VA or a signal VB is input in the relay 5. After the relay 5 compares a reference value set signal 6 with a signal V or a signal VA (or a signal VB), it sends tap position up-down signals 9 and 10 to a driving motor 2. Therefore, an operating voltage proper to a load is given.
