PURPOSE: To simplify a re-processing or image pickup by controlling a luminance value by comparing the counted states of two pixel counters by a comparator. CONSTITUTION: A pixel element counter CPZ is driven so that counting can be executed from the upper limit to a down direction. A pixel counter PZ executes counting form an initial value to an updirection so that the count value can reach the upper limit of the pixel counter CPZ at the center of a screen, a transmission bit can be generated, and countering can be started from zero. The transmission bit controls a controlled invertor CIP, and this invertor CIP inverts a count value BP of the pixel counter CPZ. A count value AP of the pixel counter PZ is compared with the inverted value of the pixel counter CPZ after the center of the screen, and when the value AP of the pixel counter PZ is smaller or equal to the inverted value of the pixel counter CPZ, that is, when it is inverted more than that before the center of the screen, a luminance value is controlled.
