PURPOSE:To calculate a sending disabled time and to simplify its sending processing by determining a fixed time T = t0 at the time of receiving a connection disable response in respect to building block type exchange, and when a response to a connection request sent immediately after the time-out of the fixed time T can not be connected, setting up the fixed time T = t1 (t0t1). CONSTITUTION:A call receiving part 11 in an input exchange module 10 receives a calling message from a preexchange or a terminal. A call processing part 12 receives the calling message from the call processing part 11, executes a series of processing for call processing such as number translation and selects an output exchange module 20 as the 1st candidate of output exchange modules. A call transmitting/receiving part 13 sends a call connection request to the module 20 through a connection mechanism 30 in accordance with a command from the call processing part 12. A call processing pat 22 in the module 20 adds the status information of 2 bits to a connection disabled response message and sends the added message to the module 10 through a call receiving part 21 when there is no idle line 7 or idle selfmodule processor processing capacity.
