A portable accounting appts. enables a meter reader to read service meters of a number of consumers on a selected route, record the current meter value information, calculate appropriate charges, print corresponding bills contained in an enclosed envelope and deliver the enclosed bills to the selected route consumers. The appts. includes a single input/output magnetic tape for mass data storage and an electronic alterable memory for storing the utilities rate tables. A key board, a display and an impact printer are included as I/o devices w.r.t. a micro processor controller that is programmed by an instructional control program stored in a non-volatile r.o.m. Arithmetic calculating circuitry receives the previous meter value information, the utility rate tables and the current meter value information for calculating the consumer charges.
