This measuring system allows to check luminating feature of device, pick out bad items, and measure fluorescent characteristics accurately for good products by program control method. Thus it removes demerits occuring from eye measurement and hand operation, saves job flow time and labor cost. The system includes luminating detection block (10), program controller (20), driver unit (30) and interface (21). Detection block comprises photo sensor (11), signal amplifier (12), comparator (13) comparing amplified signal with reference, and 'AND' gate (14) giving logic signal to program controller. Driver unit includes power supply (31), pulse generator (32), switch box (33) and digital measuring unit (34). Driver unit (30) measures cut-off voltage and anode cut-off voltage.
