The method includes a step of preparing a low alloy high tensile strength steel to use it as a base material. Cracks produced on the base material are gauged, machined, and pre-heated to a temperature of 125-150 degree C. A welding is performed to form an initial layer by using a welding rod which has a tensile strength lower than that of the base material, and has a carbon content lower than that of the base material by 50-80%. Then, the surface of the initial welded layer is machined until the oxidation film is removed, and then, a buttering is performed on the recess of the initial layer. The rest of the portions of the initial layer is further welded, and then, the welded portion is subjected to a post heating, thereby completing the whole process.
