PURPOSE: To provide an exchange element having a multiple functioning mode for an asynchronous time-division multiplex packet, and an exchange network incorporated with the exchange element is integrated. CONSTITUTION: This exchange element is especially provided with a direct routing device (cda) which receives an address display part RCA from a label RT of a packet received by one input, and decodes it into an output identifier AS 1, translation routing device (mcv) which receives a reference number IRN from the received packet, and translates it into more than one output identifiers AS2 by a translation memory (mcv), and routing mode selecting means CC which receives routing mode data RCC from the label of the received packet, and instructs the use of the selected routing device being one of the routing devices according to the data.
