PURPOSE:To prevent dioxine from being produced in a process following a high temperature dust collecting device by applying dust collecting treatment to waste gas leaving an incinerator to remove organic chlorine compounds attached to fly ashes in the waste gas. CONSTITUTION:A boiler 11 is connected to a waste gas outlet port of an incinerator 10 and a high temperature dust collector 13 for effecting dust removal is incorporated into a waste gas flow passage 12. Waste gas leaving the incinerator 10 is cooled to about 350 deg.C at the boiler 11. The waste gas is subjected to dust removal treatment at a temperature of 400 deg.C or higher, e.g. 600-700 deg.C, by means of the dust collector 13 incorporated in the boiler, so that fly ashes and some organic chlorine compounds contained in the waste gas are removed. That is, generation of dioxine and the like is restrained on the convection heat transfer surface, where temperature falls, or in a process following the boiler 11. In this manner, dioxine and the like are prevented from being produced in a process following the device 13.
