PURPOSE:To reduce the fluctuation of a process by determining the change pattern of the weight and water content of the paper from the measured values of the weight and water content when paper-making speeds are changed and the paper-changing is controlled, correcting the determined pattern and subsequently controlling a valve and the steam of a dryer in response to the corrected pattern. CONSTITUTION:The weight and water content of paper are measured with a sensor BM and a change pattern of the weight and water content is determined with a target computer 52. In a target value corrector 54, a correction required for compensating components corresponding to disturbances is carried out and a corrected pattern is outputted. The valve VLV is controlled with a valve controller 20 in response to the corrected pattern and a steam valve STV is controlled with a steam controller 30.
