PURPOSE:To perform the control with a small control code data volume by automatizing the processing from dictionary character input to dictionary generation without manual operation. CONSTITUTION:Plural dictionary generation forms P where characters are printed in plural frames are prepared. Pictures of dictionary generation forms P where Japanese-language characters are printed are continuously and automatically read by an auto document feeder and an image scanner 2 to obtain a binarized data string, and a dictionary with characters in each frame of forms P as the unit is generated from this binarized data string, and dictionary generation is controlled in accordance with a character code at the head of each form P and a dictionary generation permission/rejection flag of characters in each frame unit.
