PURPOSE:To enable reduction of earthquake response by dividing a shielded building housing a containment vessel into an upper building part and a lower building part and supporting the upper building part on the lower building part in a state for allowing horizontal movement of the upper building part with respect to the lower building part. CONSTITUTION:An upper building 2 is made of reinforced concrete and composed of a cylindrical structure and a dome-like roof connected to the cylinder part of the structure. An annuls seal 3 for vertically partitioning the airspace between a containment vessel 1 and the building 2 at the position a little downward from the upper end of a cylindrical structure is arranged. The building 2 is vertically divided into an upper building part 2A, i.e. a roof, and a lower building part 2B, i.e. a structure, and a buffer 4 for supporting the building part 2A on the building part 2B is provided in the state for allowing horizontal movement of the building part 2A with respect to the building part 2B. The buffer 4 is composed of laminated rubbers whose spring characteristics are selected so that the natural period of the building part 2A is properly set to reduce the earthquake response of the building 2.
