PURPOSE:To prevent melting of a segment and to completely prevent an accident based on leakage of cooling water by detecting and controlling the controlling rate of the temp. of cooling water in the respective segments. CONSTITUTION:A segment 12 is comparted by an external wall 12a, an internal wall 12b and both side walls (unshown) and has a hole 13 and an internal pipe 14 in the inside. Furthermore a thermocouple 19 is concentrically inserted into the internal pipe 14. Cooling water is collectively supplied to the respective segments 12 and discharge thereof is independently performed similarly to detection in the thermocouple 19 at every segment 12. When this detected temp. of the respective segments 12 is deviated from the value preset as a controlling limit, these are connected to a discrimination means actuated by a signal sent from the thermocouple 19. The output of a heating power source is interrupted by a power source shut-off means on the basis of the signal sent from this discrimination means. Further the same effect is obtained even when the temp. of cooling water flowing through the hole 13 is detected by substituting the temp. of the internal wall 12b of the segment 12 for this temp. of cooling water or substituting the amount of cooling water for the temp. of cooling water.
