PURPOSE:To enable the change of the draft of a hull to be detected by permitting a float weight suspended with a rope, to float on a water surface in a hollow pipe having a water-permeable lower end section, and by stretching the rope to measure the paying-out quantity of the rope. CONSTITUTION:At the lower end of a hollow pipe 2, the damper 5 of a box type having a bottom is fitted removably, and on the damper 5, a water- permeable hole or gap for enabling seawater to be shifted into or from the pipe 2 is formed. After that, at the lower end of a rope 7 suspended from the upper side of the interior of the hollow pipe 2, a float weight 6 is permitted to float, and the rope 7 is wound on a rope taking-up device 8 set above a leader 4 and is always retained in a stretched state. Then, on the device 8, a selsyn generator for detecting the paying-out quantity (length) of the rope 7 is fitted, and the change of the draft of a hull 1 is detected. As a result, leveling precision on the surface of a mound 16 can be improved.
