PURPOSE:To provide highly reliable support by entering in a river-basin sewer age process simulation means with an operating condition setting means and a process value input means, calculating the result with an inflow load smooth ness calculation means and judging an optimum operation with an optimum operation judging means. CONSTITUTION:All kinds of pump operating conditions such as pump using precedence, starting, stopping water level and inflow drain operational water level of each pump station of a river-basin sewerage are set by an operating condition means 1; pump well water level, inflow drain water level and the pump operating condition of each pump station are entered as a process value by a process value input means 2, and simulated by a river-basin sewerage process simulation means 3 composed of pumping, pipe storage, sewage water transfer and sewage water inflow process. Dispersion of time fluctuation of a terminal treatment plant inflow obtained through the simulation is calculated as inflow load smoothness to the terminal treatment plant by a inflow load smoothness calculation means 4, pump operation of the best smoothness is judged as the optimum operation by an optimum operation judging means 5 and outputted to an operation program output means 6.
