A software development knowledge knowledge-converting means 1 converts this description of a low level to knowledge by converting a relation of partial request specifications whose description is desired originally and its realizing method of a low level to a rule, and expressing it in a shape of an object and its method. A store/retrieving means 2 structurizes such knowledge by a format of a rule set, etc., stores it in a knowledge storage means 3, and retrieves it at the time of correcting stored knowledge when necessity for utilizing the knowledge by a software development support knowledge base system is generated.
