PURPOSE:To dispense with the change of the size of an input picture by deciding arbitrary part of the frame of an input moving image signal as an invalid block compulsorily when performing decision for valid/invalid blocks by the developmental information quantity of encode output. CONSTITUTION:An inter/in-frame decision circuit 103 compares the signal power of a differential signal outputted from a subtracter circuit 102 with that of the input moving image to an input terminal, and performs the decision whether inter-frame prediction or in-frame prediction should be performed, and discrete cosine transformation(DCT) is applied to a prediction signal selected by a switch 104 at a DCT circuit 105, and a DCT coefficient is found, and it is sent to a quantization circuit 106 and a validity/invalidity decision circuit 107. The developmental information quantity when performing encoding is estimated by calculating the signal power at every block from DCT coefficient data, and the decision for the valid/invalid blocks is performed, and the block not satisfying a threshold value is decided as the invalid block. In such a way, it is possible to dispense with the change of the size of an inputted image.
