PURPOSE:To enhance work efficiency and yield in processing paper by providing an actuator to tilt a winding arm and a control unit to detect the winding size of paper wound on a take up shaft and adjust the output of the actuator in accordance with a detected value. CONSTITUTION:A winding arm 4 to tiltingly support a take up shaft 3 and an actuator 5 to tilt the winding arm 4 are provided. A sensor 11 detects the winding size of paper 1 wound on the take up shaft 3 and a control unit 17 adjusts the output of the actuator 5 in accordance with a detected value. By the adjustment, contact pressure on a rotating drum 2 for the paper 1 on the take up shaft 3 is increased with the increase of the winding size.
