PURPOSE:To make it possible to produce a state of zero gravity for a long time by fitting a vibration generating device to one end of a balance, by providing a counterweight at the other end and by fitting a specimen between a part below the vibration generating device and a load measurer provided on the upper side of a test board. CONSTITUTION:A motor 6 as a vibration generating device is fitted to one end of an arm 4 of a balance 5 so provided as to stand on a test board l, and a counterweight 7 for offsetting the own weights of the motor 6 and a motor stay 8 is provided at the other end of the arm 4. Besides, a load measurer 10 such as a load cell is provided on the upper side of the test board 1 being opposite to the lower end face 9 of the stay 8, and a vibration-proof device 11 as a specimen is fitted between the measurer 10 and the lower end face 9. While vibration is generated by unbalance of the motor 6 fitted to one end of the arm 4, only a force of the vibration generated by the unbalance of the motor 6 is transmitted to the device 11 since the own weight of the motor 6 is offset by the weight 7, and the vibration attenuated by the device 11 is measured by the measurer 10. Thereby a vibration insulating performance of the device 11 is evaluated.
