PURPOSE:To give an improved soil having high strength with properties like those of a hardened material and free from frost heave to thereby easily prevent the frost heave and weakening of the ground, by mixing the soil of ground tending to suffer frost heave with a first additive comprising quick lime and then with a second additive comprising a substance that reacts with a hydraulic substance to harden followed by processing. CONSTITUTION:Ground soil tending to suffer frost heave (e.g. cohesive soil comprising volcanic ashes) having a high moisture content and that having a low moisture content are mixed with a primary additive comprising quick lime to reduce the moisture content and plasticity index of the soil, thus giving an improved soil having properties like those of sadly soil to thereby accomplish the preparation of a material into which a secondary additive is to be incorporated for providing higher strength. The material is mixed with a secondary additive comprising a substance that reacts with a hydraulic substance and/or quick lime to harden (e.g. quenched blast furnace slag), and the mixture is sufficiently tamped and aged to give improved soil having high strength with properties like those of a hardened material and free from frost heave.
