PURPOSE:To contrive the reduction of the transmission power of a data repeater and to miniaturize an antenna by launching a data relay satellite at a low orbit and applying the transmission of information through a laser beam between satellites. CONSTITUTION:Three or more of plural data relay satellites 4, 5, 15 are arranged at a nearly equal interval on one and same orbit face having the period of orbit of nearly 12 hours. The data relay satellite 4 is in a visual range from a control station 24, and when the antenna of the control station 24 on the earth and the satellite 4 are connected by incoming/outgoing feeder links 16, 17, the data relay satellite 4 is moved as the time elapses and goes to the outside of the visual field of the control station 24, then the next data relay satellite 5 comes within the visual field and the data relay satellite constituting the feeder link changes from the satellite 4 to the satellite 5. Data are sent by a laser beam between the data relay satellite 4 within the visual field at the first point of time and the data relay satellites 5, 15 at the outside of the visual field. Thus, the transmission power of the required data repeater is reduced and the antenna is miniaturized to attain man-hour saving.
