A multi-component surfactant mixture of at least two components from class A, if desired in a blend with surfactants from classes B and/or C, having a cloud temperature of the surfactant mixture of 35 to 70 DEG C - determined according to DIN 53 817 (5 g of surfactant mixture in 25 g of an aqueous 25 % butyldiglycol solution) - for cloud-free emulsifying and stabilising of water in hydrocarbon fractions boiling in the diesel or heating oil range, with: surfactant class A: ethoxylates of octylphenol, nonylphenol and isotridecyl alcohol each with 1 to 7 EO, surfactant class B: coconut alcohol ethoxylates with 1 to 7 EO, surfactant class C: oleyl alcohol ethoxylates with 1 to 7 EO.
