PURPOSE: To finely control the auxiliary air quantity of a fuel injection valve and promote the atomization of the fuel injected from the fuel injection valve by opening and closing a bypass passage by a first solenoid valve according to the state of an internal combustion engine, and opening and closing an auxiliary air passage by a second solenoid valve. ;CONSTITUTION: A bypass passage 40 in which one end is allowed to communicate with an air inlet port 42 on an intake throttle valve 30 upper stream to bypass the intake throttle valve 30 provided in the course of an intake passage 22 for introducing intake air to an internal combustion engine 2 and the other end side is continued to an air outlet port 42 on the lower stream side of the intake throttle valve 30 is provided. A first solenoid valve 46 for opening and closing the bypass passage 40 is provided in the course of the bypass passage 40, and a second solenoid valve 52 for opening and closing the auxiliary air passage 48 is provided in the course of the auxiliary air passage 48. Further, a control means 54 is provided, which controls the first solenoid valve 46 and the second solenoid valve 52 according to the state of the internal combustion engine 2.
