PURPOSE: To continue a data processing to all operating devices by operating resource allocation for ensuring the fair allocation of a shared resource between plural operating devices. ;CONSTITUTION: A line interface card 10 is provided with a shared memory 24, and a data bucket is buffered between a shared processor 22 and 8 line interfaces 20. Then, the memory 24 is divided into plural buffers, and the constant number of buffers are allocated to each interface 20 for buffering the bucket. Moreover, a shared resource is operated between each time slot, data stored in at least one buffer of one preliminarily selected buffer set are processed, and as long as the total amounts of the data processed by the time slots are less than the prescribed maximum data amounts, the data stored in the second and following buffers of one preliminarily selected buffer set are continued to be processed.;COPYRIGHT: (C)1993,JPO
