PURPOSE:To facilitate the program development and to make the development job efficient by using a simple simulator so as to realize the state at actual connection in a TSS way without being connected to an actual opposite party. CONSTITUTION:While a central system and an actual terminal equipment are in communication, a pseudo center 53 extracts a telegraphic message data being an object of simulation from a journal 51 of the message data collected by the central system and the message data is supplied to a terminal equipment simulator 54 through inter-task communication 55. An opposite simulator for developing a simulator acting like the pseudo center and the terminal equipment simulator to be developed generate plural tasks in the inside and they are in operation in an idle space 52 of one TSS user. Thus, the state caused when actually connected is generated in the development of the simulator without actual connection to an actual opposite party in this way to facilitate the program development thereby making the development efficient.
