PURPOSE:To enable an electromagnetic flow meter and the height of a dummy outlet or the height of the water level of a chlorine contact water channel to be easily adjusted. CONSTITUTION:An electromagnetic flow meter 3 is fitted onto a weir 2 provided for an open channel 1 and an elbo 7 the open end of which is formed so as to be faced upward while being curved, is provided for the open end at the downstream of the electromagnetic flow meter 3. A head difference adjusting pipe 8 is slidably provided for the open end at the downstream of the elbo 7. When a flow rate within a measuring pipe 5 is changed with the head difference adjusting pipe 8 slid, the height of the water level can thereby be changed.
