PURPOSE: To raise plant seeds with improved quality by treating plant seeds with ozonous water followed by seeding to enhance the water absorbability for the seeds and shorten the water-absorbing time to expedite the germination of said seeds. ;CONSTITUTION: In a water-absorbing system for plant seeds made up of (A) a thermostatic water tank 1 designed to bring the ozonous water from an ozonous water production unit 7 to a set temperature and feed to the plant seeds the resulting ozonous water at the constant temperature set and (B) a seed dipping tank 2 designed to bring said ozonous water at the constant temperature into contact with the plant seeds, a pipe part 3 is set up in the thermostatic water tank 1 to bring the ozonous water from the ozonous water production unit 7 to the set temperature, and the resulting ozonous water at the constant temperature is fed to the plant seeds in the dipping tank 2 and an agitator 4 is actuated in the dipping tank 2 to treat the plant seeds with the ozonous water.
