PURPOSE: To perform protective substitution of cards, partial management of a parking unit, and management of change returned by a device at the time of using a time calculation device, which is applied especially for charge payment or calculation of a regulated parking time and whose management is optimized, in jurisdiction of public offices in many regions. ;CONSTITUTION: This device consists of a memory card 25 and a box. This box receives the card 25 consisting of a memory, and the storage capacity of a management memory in the box is limited to a maximum number of prescribed parking units, and when the arithmetic sum of total units of the difference of the card 25 and present contents of the management memory in the box is smaller than the capacity of the management memory, a transfer device transfers the difference of the parking unit included in the card to the management memory in the box.;COPYRIGHT: (C)1993,JPO
