PURPOSE: To improve water shielding property by laying base cloth for spraying water barrier sheet on the ground surface with the front side faced upward and permeating delayed coagulation permeable mixture in the base cloth and applying finishing material to the foundation after it is hardened. ;CONSTITUTION: Base cloth 1 for a spraying water barrier sheet made of porous sheet material comprises plural layer structure braided cloth composed of front cloth 2 and back cloth 3. In the next step, wale spacing of the front cloth 2 is made to be 75% or less of the wale spacing of the back cloth 3, and the void fraction range of the foundation 1 is controlled to 70% to 98%. In the next step, the side of the front cloth 2 of the foundation 1 is faced upward and laid on all over the ground surface 13 of the bottom face and the face of slope of a recessed part 11 with the side edge part overlapped on each other, and slow coagulation permeable mixture 14 is sprayed by a twin type proportional distribution pump 15 to all over the surface of the base cloth 1. The mixture 14 is permeated to the back cloth 3 from the front cloth 2 and reaches the ground surface 13 through a knitted texture 5 and permeated to the ground.
