For fastening a protective or shielding covering, especially a tarpaulin to a scaffolding, a fastening device is disclosed with a cross pin 7 for fitting against the inner side of the tarpaulin 8 and a flexible strap 1 connected to the cross pin 7 with a gap or opening 3 for introduction of the free end 4 of the strap, and with toothing 5 to prevent the strap from being withdrawn. The gap or the opening 3 is made in a clamping element 2 at the opposite end of the strap 1 to the introduction end 4, and the cross pin 7 is fixed to the strap 1 at a distance a from the said clamping element 2 corresponding to the dimensions of an element in the scaffolding, whilst the distance of the cross pin 7 from the introduction end 4 is essentially greater. For fitting the fastening device, a tool may be used, in which a hole punch 16, axially displaceable in a holder 19, is designed with pointed cutting end 17 and also to receive the cross pin 7 of the strap, which is pressed out of the hole punch by means of a pusher device 22 fitted inside this 16.
