The invention describes a device for leaving or entering rooms to which the normal access is blocked, which device comprises a flap which is integrated in a steel frame, is, in normal conditions, mechanically locked and is additionally secured against unauthorised or unintentional opening. When occupied, for example in the case of a shelter, the opening mechanism is freed without impairing safety, and it further releases a bolt, with the aid of which the flap can also be opened from outside, e.g. by the rescue services.
