The tool has single cutter arms (3) located by front and rear guideplates (6,7) with the rear ends bearing on the tapered inside rim of support plate (8). The cutter arms are forced outwards by radial springs (12) connected at the inner end to a loose ring (10) guided between fins (9) welded to the central tube. Connecting the guideplates (6,7) is a central tube (4) through which passes a drawshaft (5). The front threaded end of the drawshaft passes through a clearance hole in the front guideplate (6) and is held by a nut (14) to which is secured a shackle for a draw rope. The drawshaft is tensioned against the tube (4) by a compression spring (11). ADVANTAGE - More effective removal of encrusted layer.
