The device consists of a circular pipe (5) which extends around the circumference of the tank (1) and which is connected to the upper part of the tank interior by a fitting (6). The circular pipe (5) is connected by a vertical pipe (4) to a horizontal pipe (2) which passes under the tank (5). This pipe (2) has connector fittings (7,8) at each end. One end of the pipe (2) is provided with a valve which shuts off the connection between the pipe (4) and (8) until a fitting (7) is attached which connects the pipe (2) to a second tank or to the atmosphere. When the fitting (7) is in place the connection between the pipes (4) and (8) is open and the pipe (8) is connected to a second tank or to the atmosphere.
