A heat exchanger (6) is used for pre-heating the combustion air, which is heatable by at least a part of the steam. The heat exchanger is heatable with the output steam from a user unit (17) and is operable as a condenser for the steam. The amt. of steam fed to the heat exchanger and user units is variable and may be controlled. USE/ADVANTAGE - A power plant with which the operating parameters are achieved by a variable use of the steam produced with the aid of exhaust gas heat.
