The cutter has a fixed blade (3) connected to a baseplate (1) and stationary handle (2). Pivoted (7) at the top of the fixed blade is a rotatable blade (8) with an outer circular rack (9) which is engaged by a non-return pawl (12) and a driving pawl (16). The driving pawl (16) is linked to a movable driving lever handle (14) by a link pin (15) whose end is guided in a slot (17) concentric to the rack (9). The fulcrum pin (19) of the handle (14) is on the end of a thumb lever (18), which can be swung about a pivot pin (5) to locate the fulcrum pin in any of three pockets of a longitudinal slot (20) in the handle and thus to vary the mechanical advantage.
