Inserts (32) embedded in the fillers (22) locationally restrict stress-induced fracture to the joint spaces (20) and in spaced relation to the concrete bonding interfaces (26) of the fillers (22) so as to maintain filler protection for the concrete edges (24) against spalling damage.
