PURPOSE:To improve fish attracting effects by helically winding a shell decorated tape having numberless broken shellfish pieces laminated to the surface of the tape on the peripheral face of main body of fish attracting element. CONSTITUTION:Numberless broken shellfish pieces 3 are laminated to one side of a backup tape 2 comprising a double-coated tape to form a broken shell layer 4 and a release tape 5 is made on the other face to give a shell decorated tape 1. Then the tape 1 from which the tape 5 is peeled is spirally wound on the peripheral face of a main body 8 of fish attracting element to form a shell decorated layer of peripheral face 4'.
