PURPOSE:To readily obtain a polymer having a high ion exchange capacity in an aqueous medium, by copolymerizing a sulfonic acid type functional group- containing perfluorocarbon monomer with a perfluoroolefin in the presence of a specific emulsifying agent. CONSTITUTION:(B) A sulfonic acid type functional group-containing perfluorocarbon monomer expressed by formula II, etc., and (C) a perfluoroolefin are mixed with (A) an aqueous medium containing preferably 0.001-5wt% emulsifying agent expressed by formula I (Rf is polyfluoroalkyl; M is H, alkali metal, etc.) to give 20-60wt% copolymerization ratio of the component (B) and a polymerization initiating source, e.g. disuccinyl peroxide, etc., is added to carry out reaction at, e.g. 20-90 deg.C under =2kg/cm2 reaction pressure and afford the aimed polymer having 0.5-2.0 mequiv. ion exchange capacity based on 1g dried resin.
