CONSTITUTION:A distance calculation processing part 5 reads in distance information from a memory device 3 based on the signal of an received area code, and calculates distance between users, and a charge calculation processing part 6 reads in charge information from a memory device 4 based on received distance information, and calculates all the charge of a various kinds of channel services provided by each electrical communication carrier, and sends them to a memory device 7. Meanwhile, a communication speed calculation part 8 receiving the amount of communication and communication time from a parameter control part 2 calculates the optimum communication speed, and sends it to a memory device 9. A communication channel decision processing part 10 selects the most inexpensive communication channel service from the memory device 7 setting the communication speed stored in th memory device 9 as a condition. In such a way, it is possible to reduce and shorten a working volume and the working time by manual, and to output an accurate processing result.
