PURPOSE:To execute operation to a terminal station connected to all on-pole slave stations at the same time by allowing an on-pole slave station applying relay processing of signal transmission between a substation master station and a terminal station to grasp addresses of all terminal stations connected to the on-pole slave stations via a low voltage distribution line via a low voltage transformer. CONSTITUTION:A transmission signal is transmitted to all on-pole slave stations provided with a rewritable nonvolatile memory 11 through a distribution line feeder CB4 as shown in the arrow via an on-pole high voltage coupler 6 provided on the way of a high voltage distribution line 15. The on-pole slave station 5 applies signal transmission processing (2) of metering to a terminal station by giving its terminal station address and applies a metering signal transmission processing (3) to the signal for completing the processing (2) to one terminal station by giving the next terminal station address. The similar signal transmission processing is repeated to the final m-th terminal station.
