PURPOSE: To quickly and detailedly perform analysis working by transferring accumulated data so far to another region in a memory device when abnormality occurs, and changing data sampled in accordance with occurring abnormality to accumulate the data again. CONSTITUTION: A data accumulating means 31 inputs signals 1a such as calls generated in car, to accumulate data by several past periods of an operation periods in RAM, and also outputs a speed control signal 6a. When an abnormal detected signal is inputted from an abnormality occurrence detecting means 32, accumulated data are transferred to another region in the RAM by a data transferring means 33, to change data, sampled in accordance with abnormality occurring, by a data changing means 34, to accumulate the data again in the data accumulating means 31. Consequently even failure occurs to stop traces once, the traces can be started again to obtain data needed to analyze failure, thereby quickly performing analysis work also detailed analysis can be carried out.
