PURPOSE: To enable the regulator of a combustion air supplying device to quickly respond in a transition area by calculating a set value for changing a combustion air flow rate and another set value indicating the combustion air flow rate required for completely burning an unburned gas contained in a flue gas and sending a set value obtained by adding the two set values to each other to the regulator. CONSTITUTION: Since the flow rate and carbon monoxide content of a flue gas fluctuate during the manufacture of steel, the flow rate of a combustion gas must be regulated. In order to assure the regulation, it is necessary to take the oxygen content fluctuation of the flue gas at the outlet of a combustion chamber 4 and the flow rate fluctuation of an unburned gas at the outlet of a furnace 2 into account. The set flow rate value C1 required for adjusting a fan 9 is found from the oxygen content of the flue gas at the outlet of the combustion chamber 4 and the set flow rate value C2 required for adjusting the fan 9 is found from the flow rate of the unburned gas at the outlet of the furnace 2. Then a set value C3 is obtained by adding the set values C1 and C2 to each other and sent to a flow rate regulator.
