PURPOSE: To reduce the number of cashless paying means to be used for fee payment in a method for protecting safety against illegal use of paying means having a plurality of storage elements at the time of making cashless payment. ;CONSTITUTION: A partial amount for payment is drawn from an amount stored in the first storage element 11a of a paying means 1 and the number of another storage element 7a of the paying means 1 which stores the number of utilizing times of a paying location is increased by one. In addition, the safe amount stored in the third storage element 9a of the means 1 is changed to a new safe amount by the partial amount. Then it is checked whether or not the second and third final values stored in the second and third storage elements 7c and 9c are exceeded by the new number of purchasing times and new safe amount and, when the values stored in the elements 7c and 9c are exceeded, no payment is made. When the values stored in the elements 7c and 9c are not exceeded, the payment is made while the new number of purchasing times and new safe amount are stored in the elements 7c and 9c.;COPYRIGHT: (C)1994,JPO
