PURPOSE:To permit the optimum operation for an actual load by estimating the load having various fluctuating factors with a good accuracy, in the district of group of composite buildings. CONSTITUTION:Basic patterns are set for every types of customers independently. The basic pattern of the group of event buildings is corrected by an adjusting unit 22 in accordance with the number of using compartments in an event schedule while the basic pattern of the group of business buildings 15 selected in a switching unit 23 by switching in accordance with the kind of date QB1, QB2, QB3 judged by a calendar. A 24 hours load operating unit 25 operates an estimated load L after 24 hours of respective type in every one hour based on the basic pattern while the total sum of the loads L are operated in a long period load operating unit 26 whereby the total estimated load W is outputted. The estimation of load in accordance with the load characteristics of various types can be effected delicately whereby the estimated value of load, having a high accuracy, can be obtained.
