PURPOSE: To increase the convenience of a subscriber and to improve the effec tive utilizing rate by informing a prediction waiting time to a subscriber when an attendant board system is in congestion. ;CONSTITUTION: A CPU 6 monitors an attendant board connection request signal from subscriber circuits (LC) 2a-2n and a reply signal from attendant boards (BD) 5a-5m, time information from dialing of a subscriber till reply by an attendant board for each connection request call is inputted to an arithmetic operation unit (ALU) 7, the ALU 7 collects all wait time within a prescribed time, an average wait time is calculated from the connection request call units within the collected wait time and inputted to an announcement equipment (ANM) 4. For example, when a subscriber 1a makes dialing and a connection request signal is outputted from the LC 2a, the CPU 6 checks the busy state of the BDs 5a-5m, controls a channel switch 3 when they are busy to set a channel between the ANM4 and the LC2a, and the ANM4 informs a message of an exchange wait time to the subscriber 1a.
