PURPOSE: To provide the bit allocating method which increases coding efficiency by decreasing the initial bit allocation value of a corresponding block of each subband signal. ;CONSTITUTION: This method includes a 1st stage for calculating the numbers bf[jm] of bits needed for quantization by blocks of each subband signal SBm, a 3rd stage for selecting the subband SBjm with the largest bf[m], updating the number bf[jm] of necessary bits into a value bf[jm] (+)1 and the number ab[jm] (-)1 of allocated bits, and updating an original TB value into the total number TB(-)1 of bits that can be allocated to all blocks, a 4th stage for returning to the 3rd stage when the TB value is inspected and larger than 1, and a 5th stage for inspecting whether or not there is a subband with the number ab[jm]=1 of allocated bits when the TB value is 1, updating the number ab[jm] of allocated bits into the value of the number ab[jm] (-)1 of allocated bits, updating the original TB value into the value obtained by adding the number of subbands of ab[m]=1 to the total number TB of bits, and returning to the 3rd stage.;COPYRIGHT: (C)1994,JPO
