The outside diameter of the ring cutter 18 is adjusted, soil and sand are dug down while the shaft 3 is rotated and soil and sand are excavated, and excavated soil and sand are taken into the shaft 3 from the intake port 5, and discharged to the outside by a soil discharging bucket D. The reinforced cylinder is inserted into an excavated pit, and concrete is placed, thus constructing a pile.
